OFFICIALS |

Chief Judge – The Chairman / Chairperson of the T.I.C.C.T. Committee shall be the Chief Judge who would watch the finishes of all the races. In the event of there being any dispute or difference of opinion between the Judges / Timekeepers or for any other dispute, the Chief Judge would be the final deciding authority and his / her decision would be binding in accordance with the T.I.C.C.T. rules herein laid down.
The record slips would be signed by the Chief Judge. |

Chief Referee – There shall be one Chief Referee (Chairman Emeritus or any other Senior person) who would also watch the finishes of all the races and whose opinion may be sought by the Chief Judge for the purpose of making a decision in the event of any dispute. |
|
Finish Judges – There shall be three Finish Judges each watching and recording all the four positions (1st, 2nd, 3rd and 4th) and they are required to record the results of the events on the finish slips given to them without consulting each other. Note must be made that they should be positioned in places which would enable them to watch the finishes unobstructed. The decision of the three Finish Judges shall be final after the majority of the decisions have been checked by the Coordinator and it will supercede the decision of the Time Keepers in case of any dispute.

Time Keepers – There shall be six Time Keepers, three for the first position, one for the second, third and fourth positions respectively. The Time Keepers shall note the time recorded by them on the time slips. The median (middle) time of the three Time Keepers for the first position will be recorded. The Time Keepers shall be requested to reset their watches, by the Coordinator, after the relevant results have been noted. Synchronized digital stop watches shall be used.

Stroke Judges – There shall be two Stroke Judges who will check the stroke of the swimmers according to the rules given below. In case of an objection, any one or both of them will refer the objection to the Chief Judge before the start of the next event, for the Chief Judge’s final decision which is to be given before the results of the event are announced. |

Starter – There shall be one Starter. Once an event is to commence all participant swimmers for the event are under the Starter’s orders. No false start is permitted and any swimmer breaking the start shall stand disqualified. It is the Starter’s prerogative to award a warning in case the spectators interfere with the participating swimmers, and, if the Starter finds that the interference from the spectators is deliberate and has disturbed the swimmers it will not be considered a false start. |

Turn Judges – There shall be eight Turn Judges. In case of two length races, one Judge per lane has to ensure that the swimmer in that lane has touched that end in the correct way in accordance with the rules governing the particular stroke. If any discrepancy is overlooked by the Turn Judge, the Stroke Judges are supposed to take up the matter. In case of relay races, the Turn Judges stay on either end of the lanes and must ensure that the incoming swimmer has touched the end before the outgoing swimmer’s feet have left the ground or the starting block. In case of dispute the Turn Judges must report the matter to the Coordinator and the Chief Judge immediately. |

Coordinator - The shall be one Coordinator (Coordinator / Hony. Secretary of the T.I.C.C.T. Committee) whose function shall be coordination of the meet, i.e. giving the signal to start an event and recording all the finishes brought in by the Finish Judges and the timings brought in by the Time Keepers. In case of a dispute, the Coordinator shall report to the Chief Judge who shall take the final decision before the start of the next event. |

Recorder of Results – The Coordinator shall hand over the record slips to the Recorder of Results after each event. |
|
Announcer – There shall be an Announcer who will announce the results and the timing of the event after receiving it from the Coordinator before the start of the next event. |
|
Recorder of Participants – There shall be one Recorder of Participants who would verify and note down the names of the swimmers who have actually participated in each event. |

STROKES |
|
Free Style – Denotes any style is permitted (usually the CRAWL is used). At the time of turning or finishing any part of the body can touch the end of the pool. |
|
Back Stroke – Prior to the starting signal the swimmers shall line up in the water facing the starting end with their feet including the toes under the surface of the water. The swimmers must continue using the same pull as used at the start throughout the race and even at the turn. The swimmers may turn on their stomachs and use a one arm pull to execute the turn and any part of the body must touch the wall. The swimmers must come up on their backs after the turn and the same rule of the start applies after the turn. Any part of the body may touch the wall for the finish but the swimmers must be on their backs at the finish. |

Breast Stroke – Requires that swimmers use the frog kick and the arms must be in a symmetrical position either around or downwards. The kick is required to be a symmetrical kick – the ‘scissors’ or the ‘dolphin’ kick is not acceptable. For the finish or for the turn, the swimmers are expected to touch the end of the pool with both hands simultaneously, either above or below the water level. For the start and the turn (in case of two length races) the swimmer is allowed only one arm pull and one leg kick under water no matter how much distance is covered by this. He / she must surface after this. It is the duty of the Turn Judges and the Stroke Judge to check this. |

Dolphin Stroke (Butterfly) – Arms are to be used in the natural butterfly position simultaneously. The dolphin kick is accepted. The touch at the end must be made with both hands simultaneously either above or below the surface of the water level. |
|
Relay Races – The incoming swimmers must touch the end of the pool before the outgoing swimmer’s feet leave the ground / starting block. Nobody (other participant or any person) may touch or push the participants during the relay races. As soon as a participant has finished his length he must get out of the water immediately except for the last participant of the team who must remain in the pool. No swimmer from any team (who is not participating in the particular event) is allowed into the pool before the event is completed. |

| Endeavour is to be made to keep the ends of the pool (finishing and starting areas) clear of spectators and swimmers not participating in the particular event. |
| If a swimmers shifts from one lane to another, he / she shall not be disqualified if his / her arms are behind the legs of the swimmer in the respective lane – i.e. no part of his / her body should be ahead of the swimmer of the lane, subject however to all swimmers finishing in their respective lanes. The Finish Judges and the Chief Judge shall decide upon disqualifications under this rule. |
| An objection may only be raised by any Team Captain (the person nominated by the Club as Team Captain before commencement of the meet). The Chief Judge’s decision on the issue shall be final and binding. |
| Pacing of a swimmer by walking along the side of the pool is not permitted and therefore leads to disqualification. |
All teams must submit a list of swimmers with their dates of birth on the date decided by the T.I.C.C.T. Committee. The age groups would be as follows :
Group ‘A’ – Must not have completed the age of 19 years before 1st August
Group ‘B’ – Must not have completed the age of 16 years before 1st August
Group ‘C’ – Must not have completed the age of 14 years before 1st August
Group ‘D’ – Must not have completed the age of 12 years before 1st August |
Points System -
Individual Events :
1st Position – 7 Points 2nd Position – 5 Points
3rd Position – 3 Points 4th Position – 1 Point
Relay Races :
1st Position – 12 Points 2nd Position – 9 Points
3rd Position – 6 Points 4th Position – 3 Points |
| Composition of Relay Team – Requires 2 swimmers from ‘A’ Division + 2 from ‘B’ Division. 3 or even 4 swimmers from ‘B’ Division may be taken, but 3 swimmers from ‘A’ Division is not permitted. The same rule applies to the ‘C’ & ‘D’ Division Relays. |
| A swimmer may be upgraded from a junior division to the senior division for the duration of the entire meet. It is however not binding for the swimmer to remain in the same upper division for the other meets in the same year. |
